Define – HFL and free board. - Transportation Engineering

(1) HFL – 

The level of the highest flood ever recorded or the calculated level for the highest possible flood discharge in a stream or river is called Highest Flood Level (HFL).

(2) Free board – 

The difference between the highest flood level after allowing the afflux, if any, and the lowest point on the under side of the bridge superstructure is called free board.
